The Bete are a rare and dying breed. They see the Wyrm in every window, because it is reflected in their eyes. The Children of Gaia and the Furies fight the war in there own way. In the city, this means fighting from within. Bone Gnawers are on better terms with the Nosferatu and Sluagh than they are with the Silver Fang. The Glass walkers may payroll the Monkey wrenchers, but they first steer them away from there own companies and towards the Giovanni holdings. Some Garou, mainly the Fianna and the Get work from within the Unions. The main power is held by The Shadow Lord’s organised crime syndicate. The Lord’s, backed by the Glass walkers, and the more militant Tribes and kept in touch by the striders and the Uktena, they run the half of Gotham that the Family doesn’t.
ACCEPTED: All tribes except Black Spiral Dancers* and White howlers, plus Red Talons are going to be very unlikely and I would need convincing! Be warned, I still believe that all Garou should be governed by both their spiritual and their physical nature and so tribes are about both. Shadow Lords are of eastern European descent, all Fianna are Bog Hoppers and the silent striders all look like Jackals.
Bastet (including Ajaba and Ceilican), Nuwisha, Werefoxes, Corax, Comazotz, Ratkin, Gurahl, Ananasi, Rokea allowed! Kinfolk also make a good character in sodium Noir and will have a lot to do. The Fianna and the Glass walkers have a lot of control over the Unions and the Glass walkers also have their Talons in the press. The Shadow Lords run the East European Mafia and the Bone Gnawers have a whole wealth of homeless agents to call upon.
As far as Gifts go, I think its far too restrictive at character creation so if a Gift from another breed, Tribe or auspice fits your character better and you can justify it to me, I will usually allow it. I am pretty flexible on this if it leads to greater diversity, so think about your nature as much as about your tribal heritage.
* That being said, I might allow a BSD but you'd be bound by my directives and playing the Uber-bad-guys ™ isn't that much fun.
