The Jihad is a distant echo here. The Sabbat and Camarilla are no longer at war and have settled into a quiet hatred. Sure the war of ages was bitter, but it hasn't reared its head in over a quarter of a century as far as Sodium Noir is concerned. The Camarilla rules some cities, the Sabbat others, many others are contested or not cared about. Some cities, 'Gotham' included, are too big to be held and so nobody bothers. The Lasombra still hate the Ventrue, but across the boardroom table its power and money that matters. Personal power in Gotham outweighs sect concerns here, as each Vampire seeks to gain the upper hand.

Downtown, the Lasombra and the Giovanni are the real movers and shakers in the night. Their Crime syndicate, the Family, Runs half the city. Although they hire and Dominate all other clans in many ways, they are the closest alliance. These Undead crime lords sport an outlook that echoes the mortal Mafia! Many of the smaller hoods and gangs are under control of Lasombra or Giovanni, who are in turn loyal to the Bishop and the Family.

The family shares much of its territory with the criminal syndicates of the Voodoo Posse in Darktown and the 10,000 Mortal’s Tong in Chinatown, but the relationship is akin to vassal states who pay fealty to a distant overlord. Enforcers and captains who serve the family run the numbers rackets and the protection rings from the Gotham river to Neon city and the crime in Gotham is truly deserving of the title ‘organised’. Sabbat belief and ritual filter down to the populace and the disdain shown by that sect to mortals is felt all too harshly by those unfortunate enough to live south of the rack.

Uptown, the Ventrue, and many Camarilla clans fall mainly behind Prince Montoya. His domination of much of the business district in Gotham lends him a more legitimate hold on the City than the 'family'. He also gains support by being a supporter of many causes close to other clans hearts. The vast Arkham Asylum that the Malkavians find so alluring and the many galleries of Toreador delight. Montoya’s rule is heavily modelled on the mortal structure of corporate and political power, and he believes what serves the city will serve him and his subjects. With his power weakened by a recent spate of losses to the Primogen, the vultures have begun to circle, waiting to see if this Cainite can hold onto the throne or if this is the time when the Sabbat will finally strike.

As for the other Clans, the Brujah have some influence over the Unions and universities, but are too fractious to count. Their rants get no where and they have had no effect on Kindred politics in recent memory. The only exception to this generalization are the Brujah of Dusk industries, a company that employs several Neonates to smooth over its interactions with the supernatural world. The Toreador and the Tzimisce, mix with the rich, strengthening the old school tie brigade. The Assamites are there with the Arab Immigrants, The Gangrel and Malkavians with the Suburbanites and the Tremere, well the Tremere must be there, somewhere! The Nosferatu are found where they are always found, in the sewers, but they have other allies down there. The Setites and Ravnos cover the small time vice. The Ravnos answer to Constantine, owner of Club Harlequin. The Followers of Set are led by papa saturday and the Voodoo posse and Darktown in their kingdom.

All 13 clans allowed, and all Bloodlines; Daughters of Cacophony, Kyiasd, Blood Brothers, Ba'ali, Ahrimanes, Nagaraja, All Antitribu, Salubri & Gargoyles. Technically there no reason why you couldn't play a Laibon, from the Dark Ages Companion either. I might even consider allowing trusted and proven players to play the Ahua can.

Kuei-Jin are allowed, Gotham has a huge Chinatown district so there's room for a lot of great stories here. Official and exiled Dharma's, running Monkey's or infiltration agents, I am happy to run for them. But do remember that they will be strangers in a strange land here in Gotham.

NB: Bloodline disciplines and Chimestry, especially Chimestry, are limited to their Clans only. The things that make the Assamites, the Setites and the Ravnos unique are important to this story and so if you want to learn these powers out of Clan you will have to do so as part of your characters story.

The Written (and Unwritten) Rules Of The Treaty

1 The Streets of Downtown and everything South of Neon city are the Sabbat territory. The Camarilla's appointed Sheriff and his Coterie (Scourge and Deputy's) shall be free to walk unmolested in Sabbat territory.
The Camarilla don't want to feed from street bums and the like, let the riff raff feed on the huddled masses

2 Uptown, the suburbs, the Business district and the Isle of Crabs are the Camarilla territory. The Sabbat appointed Templar and his pack shall be free to walk unmolested in Camarilla territory.
The Sabbat take what they need and have little need to cultivate herds or selective feedings. The streets are full of mortals who won't be missed.

3 The St Clair reparatory, the Annex, the Theatre District, the Exposition centre, Gotham Police Department HQ, the Gotham Museum and Gotham Towers are Elysium. All are safe here and none shall take action against this Elysium.
The Camarilla takes the laws of Elysium very seriously in Gotham and those who test this resolve are always sorry they did.

3b Club Harlequin, and those under the aegis of the Harlequin are Elysium. All are safe while in the domain of the Harlequin. All are safe here and none shall take action against this Elysium.
Whatever hold the Ravnos has over the sects it works for all to obey this rule. Additionally the worst kept secret in Gotham is that waiting outside the club to attack attendees is nearly always fatal too.

4 The Camarilla recognizes all Kindred as its brethren. The rules, Aegis and meetings of the Camarilla are open to those Sabbat and Independent Vampires who wish to attend.
While the Sabbat may scoff behind closed doors, this small meeting of minds has preserved the peace so far between the two warring sects.

5 The war Parties of the Sabbat from outside shall refrain from any aggressive activities within the city and shall be policed by the Noble Sabbat of Gotham. The Sabbat will not draft in large numbers of outside sect mates as such will be considered a threatening act.
The Sabbat are more than willing to keep the Camarilla happy in this arena. Santiago has no desire to have his dominance threatened by war parties and nomadic packs. The Family remain strong, sometimes by allying with Camarilla against outsider upstarts.

6 The Archons and Justicars shall be prevented from taking aggressive measures against the Sabbat and shall not follow any quarry into the city without first being made known to the Sabbat. The law of the Justicars will not interfere with the treaty.
Montoya has friends in high places and the unique situation in Gotham is being watched by many powerful Kindred. No one wants to rock the boat in fear of loosing a great experiment. On the few occasions were Archons have tracked a quarry to Gotham, the poor sole was given up in a form of undead extradition.

7 The Camarilla shall appoint Kindred and Ghouls to act as watchers for all Vampires under their Aegis. These forces will be responsible for patrolling the borders of the city to prevent Lupine incursions. In times of great peril, the Sabbat may provide additional forces.
The Anubi are a private police force that do far more for both Santiago and Montoya than could be imagined by outsiders

8 All visiting Kindred will present themselves to Prince Montoya or their respective Primogen with 7 nights. All Visiting Sabbat Vampires will present themselves to Bishop Santiago within 3 nights.
Both patriarchs are harsh on those who break this commandment because rouges are a threat to the peace.
