Description

Dominating the South-western portion of Gotham and backed up against a bend in the river is Dark town, the Afro-American ghetto. An urban sprawl of housing projects and over-crowded housing, Dark town is a virtual no-go area after dark for police and emergency services alike. In the southern part of the district is Le quarter Haitian, housing refugees who left Haiti during its worst years. This neighbourhood has swelled and is now a well-defined community. From within le Quarter the Voodoo gangs and their Setite lords rule Dark town.

Atmosphere

Papa Saturday, the Houngan and voice of the Loa Damballah rules his community from a hidden temple in the heart of le Quarter and has spread his dominance throughout Dark town by means of fear and magic. His gangs keep a tight reign on the ghetto, controlling all aspects of crime and extolling the virtues of their faith. Afro Americans who feel oppressed are all too happy to turn to the Loa for aid, especially when the powers of the Setites blood can prove beyond all reasonable doubt that the supernatural is real and ready to help.
