THE NATURE OF LONDON
London is home to a far larger community of Changeling's than similar sized cities. In fact it is swamped with them, especially with the influx of able-bodied conscripts for the Civil war. Not an unusual state of affairs if you consider how important the Field of gates was even back in the land of the Young. This high proportion of Fae to Dreamer is managed by a feudal system of lord and lackey. London is divided into 'Estates' and each estate has its Lord. The permission to harvest of Glamour within an estate is granted by these Lords. This stratified system resembles nothing so much as the way the Vampire prince controls the hunting of Mortals within her city.

As with the standard feudal system, London's Dreaming relies on a hierarchy. At the top is the House Fionna Regent, supporting the regent are the Sherrifs who rule the Estates and the Nobles. Historically there were Seven estates, and 'Seven Kings' to rule them. The size and fortunes of each estate rise and fall but the number remained the same for centuries. This most ancient and vital tradition is just one more thing threatened by the Gwydion lust for power. Since the 'troubles' became a full-blown civil war the estates have undergone a drastic change, London is now divided into Five territories, The Unseelie, the Gwydion/Liam/Dougal alliance and the Fionna/Eiluned Regency that includes the two Northern Motleys.

THE DREAM EDICT: Changeling Laws in London

Any Changeling caught harvesting Glamour without official sanction, whether it be by Rhapsody, Reverie or any other means, is subject to the harshest punishments. Each Estate is subject to its own laws and sentencing and appeals to the Regent are possible but uncommon, and varies greatly. The Edgedancers of the North West Estate are almost unconcerned who seeks an epiphany in their lands while being caught poaching in the Ravenscourt might be fatal.

While the permission was usually a yes or no affair, sometimes certain areas or institutions were granted to the sole domain of certain Nobles or Oathcircles as a reward or a bargaining chip. The district of Soho was granted to Satyr only, the BBC is off grounds to anyone not a member of the White City Oathcircle and only the Edge dancers may patronise the Dreamers who sell their wares in Camden Market. Hyde Park, the Domain of the Fianna Garou, is open to all Changelings to seek and befriend Dreamers, as are the Eastern Suburbs beyond the Royal Estate. Ravaging is officially banned outside of the Ravenscourt, and in the past House Fionna have punished transgressors with uncommon severity. This control of the Glamour is impossible to police completely but it has served to keep the Changeling nation from disintegrating in the face of exhausted resources.

The Garou of London keep a caern in the West End in territory that is now mostly annexed by the Gwydion, but in times of Peace was spread across all courts. These Werewolves have a long reputation as peacemakers and negotiators, most likely influenced by the gates themselves and have yet to make any overt actions in favour of thieir House Fionna Allies. The geography for London's Dreaming is based on the Tube map rather than an actual topographic map and thus borders might seem a little out of kilter to those who know the city well. This was a deliberate choice on my part to give London an unusual and magical feel. A character whose Waking home is deep within Fionna territory might find herself on the edge of disputed ground in the Dreaming or vice versa. - Spike

This map shows London's Estates in more or less thier usual state of affairs and was drawn up sometime between the resuurgence and the start of hostilities.

THE SEVEN ESTATES
The Seven estates or Minor Kingdoms in London were traditionally centred around the Seven active gates, and while physical boundries changed as often as the Mortal Governments, the protection of a single Gate has always been the dominant force for Estate allocation. Many of House Fionna's Seelie allies have taken up their cause because they want to see a return to the old stability and the seven estates rather than any particular prefference for the House of the Lion over the House of the Griffon.
